A look at Canada\u2019s industrial innovation history can help explain this response. \u00a0This manufacturing pivot is largely the result of Canada\u2019s history of industrial activity in advanced manufacturing, its ability to continually withstand change and its skilled and talented workforce supplemented by a strong social safety net.<\/p>\n<p>In Canada, our history as a nation rich in natural resources led to characterizations of an economy emphasizing our role as hewers of wood and drawers of water \u2013 a biblical phrase applied to Canada by <a href=\"https:\/\/www.bankofcanada.ca\/2016\/11\/hewers-wood-hewers-code-canada-expanding-service\/\">Harold Innis<\/a> in 1930.<\/p>\n<p>Today, just two provinces \u2013 Ontario and Quebec \u2013 are home to <a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1710000901\">62 per cent<\/a> of Canada\u2019s population and <a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1410020201\">72 per cent<\/a> of the country\u2019s more than 1.5-million-manufacturing jobs.\u00a0 Our country\u2019s current economic strengths are tied to our past strengths in natural resources, automotive and related manufacturing, cultural and creative industries and food and beverage.<\/p>\n<p>These industries have changed dramatically over the past several decades, largely due to job losses and the transition to a knowledge and service-based economy.<\/p>\n<p>Automotive manufacturing has contributed significantly to <a href=\"https:\/\/www.cvma.ca\/industry\/facts\/\">Canada\u2019s and Ontario\u2019s GDP<\/a> for many decades. As recently as 2007, one-in-seven jobs in Canada was dependent on the automotive sector, largely concentrated in southern Ontario. Yet, <a href=\"https:\/\/www.cbc.ca\/news\/canada\/gm-oshawa-closure-1.4921660\">GM<\/a>, <a href=\"https:\/\/globalnews.ca\/news\/6093647\/ford-motors-cut-jobs-ontario\/\">Ford<\/a> and <a href=\"https:\/\/business.financialpost.com\/transportation\/autos\/eyes-on-fiat-chryslers-canadian-plants-as-company-merges-with-peugeot-to-create-47-billion-auto-giant\">Fiat Chrysler<\/a> have all announced job cuts and plant closures over the past few years. While the industry\u2019s efforts to adapt and increase contributions to engineering research and development and autonomous vehicle technology grow, employment in Canada\u2019s auto industry continues to experience significant decline.<\/p>\n<p>Another historic industrial strength in Canada is garment manufacturing. <a href=\"https:\/\/mmode.ca\/en\/industry\/portrait\/\">Montreal<\/a> is amongst the top three North American locations for apparel manufacturing, following New York and Los Angeles. Over the past several decades, reduced barriers to trade and shifts to lower wage locations for garment production have negatively affected the size and scale of Montreal\u2019s apparel industry. However, the sector has reoriented itself through an emphasis on design and increased training in the labour force. Local manufacturing capacity remains, albeit reduced from its heyday.<\/p>\n<p>It is in the manufacturing of food and beverages that Canada continues to retain and grow its manufacturing strengths. Ontario boasts the third largest food and beverage manufacturing sector in North America. The province has multiple strengths in both traditional food manufacturing and creative food subsectors, including a growing local, sustainable and healthy food sector. Furthermore, while there has been some <a href=\"https:\/\/www.thecanadianencyclopedia.ca\/en\/article\/brewing-industry\">consolidation of multinationals<\/a>, Canada has seen <a href=\"https:\/\/theconversation.com\/why-canadas-craft-beer-explosion-isnt-leading-to-big-acquisitions-93888\">growth<\/a> in craft brewing and small-scale distilleries.<\/p>\n<p>Now, the coronavirus pandemic is exposing deep flaws in global manufacturing supply chains and the extent to which developed economies like Canada\u2019s have shed traditional manufacturing capabilities.<\/p>\n<p>With supplies of personal protective equipment (PPE) low and the need for replenishment outstripping our ability to import sufficient masks, gowns and ventilators, Canadian firms are reorienting production to serve our needs. In the space of a few weeks, the medical supply sector and automotive industry <a href=\"https:\/\/business.financialpost.com\/transportation\/ottawa-orders-made-in-canada-ventilators-surgical-masks-covid-19-tests-in-rush-for-supply\">joined forces to produce ventilators<\/a>, underwear producers <a href=\"https:\/\/globalnews.ca\/news\/6778568\/coronavirus-stanfields-hiring-ppe\/\">began manufacturing medical gowns<\/a> and beer and alcohol producers <a href=\"https:\/\/www.cbc.ca\/news\/canada\/london\/london-ontario-labatt-making-hand-sanitizer-1.5506452\">are now making hand sanitizer<\/a>.<\/p>\n<figure id=\"attachment_88726\" aria-describedby=\"caption-attachment-88726\" style=\"width: 624px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/potestlaunch.irpp.org\/wp-content\/uploads\/2025\/04\/23019016-scaled.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-88726\" src=\"https:\/\/potestlaunch.irpp.org\/wp-content\/uploads\/2025\/04\/23019016-scaled.jpg\" alt=\"\" width=\"624\" height=\"456\" \/><\/a><figcaption id=\"caption-attachment-88726\" class=\"wp-caption-text\">Jon Stanfield, president and CEO of Stanfield&rsquo;s\u00a0Ltd., stands in one of the production areas of the garment manufacturing company in Truro, N.S. on Tuesday, March 31, 2020. First, Canada has a history of industrial activity in advanced manufacturing, apparel and food and beverage production. It is at the core of our ability to manufacture the items needed at present.<\/p>\n<p>This is referred to as <a href=\"https:\/\/sites.utoronto.ca\/isrn\/publications\/WorkingPapers\/Working04\/Britton04_PathDependence.pdf\">path dependence<\/a> and it refers to the importance of previous decisions, investments and even accidents of history that contribute to the success of industry clusters. <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-inside-the-canadian-automotive-industrys-mission-to-make-more\/\">Automotive manufacturers<\/a> are able to shift to ventilator production in Ontario because it uses similar production processes and assemblies.<\/p>\n<p>Path dependence can lead to the danger of locking-in to a particular industry or production approach, therefore leaving a region vulnerable to external shocks. However, the evolution of automotive manufacturing as an advanced industry presents an opportunity for expansion to other sectors, rather than limiting it to automotive alone.<\/p>\n<p>Second, path dependence and choices \u2013 whether intentional or accidents of history \u2013 have consequences. In Canada, and particularly in the country\u2019s manufacturing heartland concentrated in Ontario and Quebec, there is a degree of diversity across industries. Some regions are characterized by an intense specialization (and therefore reliance) on just one sector.<\/p>\n<figure id=\"attachment_88728\" aria-describedby=\"caption-attachment-88728\" style=\"width: 624px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/potestlaunch.irpp.org\/wp-content\/uploads\/2025\/04\/08516144-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-88728\" src=\"https:\/\/potestlaunch.irpp.org\/wp-content\/uploads\/2025\/04\/08516144-scaled.jpg\" alt=\"\" width=\"624\" height=\"416\" \/><\/a><figcaption id=\"caption-attachment-88728\" class=\"wp-caption-text\">A worker checks the paint on a Camaro at the General Motors plant in Oshawa, Ont., on June 10, 2011. Diverse specializations, and the experience of having gone through disruptive change over the past several decades, mean that our industrial capacity has some built-in capability to respond to a range of short- and long-term challenges.<\/p>\n<p>Finally, industrial innovation trades on the strengths of local institutions and culture. Economic geographers talk about \u201c<a href=\"https:\/\/www.oxfordreference.com\/view\/10.1093\/acref\/9780199599868.001.0001\/acref-9780199599868-e-1963\">untraded interdependencies<\/a>\u201d. These are non-quantifiable benefits that come to firms and organizations because they are located in the same region. These include access to skilled talent, training and research institutions such as universities and colleges. They also include government policy supports and programs. The <a href=\"https:\/\/pm.gc.ca\/en\/news\/backgrounders\/2020\/03\/31\/partnerships-canadian-industry-fight-covid-19-pandemic\">federal<\/a> government is investing in industry, encouraging cooperation and supporting manufacturers as they retool.<\/p>\n<p>Furthermore, there is a mutually reinforcing relationship between the presence of a strong social safety net and business innovation. A classic example is the role that universal health care plays as an asset for the worker without any direct cost being borne out by the employer. Our publicly funded education system from kindergarten to university is another example of how we produce talented and skilled citizens for our workforce. This includes many of the front-line heath care, food and logistics workers battling COVID-19.<strong>\u00a0<\/strong><\/p>\n<p>We are witnessing first-hand how locally embedded Canadian manufacturers are coming to the table to deliver much needed services and goods to support Canada\u2019s fight with COVID-19.<\/p>\n<p>As global supply chains seize up and as national leaders attempt to prevent the sale of internationally produced items to Canadian buyers, now is the time to lean on our historical and advanced manufacturing strengths.
