{"id":204650,"date":"2020-05-08T10:32:05","date_gmt":"2020-05-08T14:32:05","guid":{"rendered":"https:\/\/irpp-policy-options.local\/issues\/canada-should-pursue-more-ambitious-international-aid-plan\/"},"modified":"2025-04-14T04:54:20","modified_gmt":"2025-04-14T08:54:20","slug":"canada-should-pursue-more-ambitious-international-aid-plan","status":"publish","type":"issues","link":"https:\/\/potestlaunch.irpp.org\/fr\/2020\/05\/canada-should-pursue-more-ambitious-international-aid-plan\/","title":{"rendered":"Canada should pursue more ambitious international aid plan"},"content":{"rendered":"<p class=\"dropcap-big\">Soon after Minister for International Development Karina Gould <a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2020\/04\/backgrounder---canada-provides-funding-to-address-covid-19-pandemic.html\">announced<\/a> the first phase of Canada\u2019s global support\u00a0to combat the COVID-19 pandemic, she also <a href=\"https:\/\/www.cbc.ca\/news\/politics\/covid-pandemic-coronavirus-foreign-aid-1.5525508\">said<\/a>\u00a0that she expects further Canadian aid to be needed \u2013 and forthcoming \u2013 over the course of the pandemic.\u00a0These commitments are a good first step, but if Canada wants to emerge as a world leader, it should consider aid that resonates with this country\u2019s values. These include progressive stances towards women and human rights; a long-term vision, with flexibility and investment; and a commitment to debt relief working with diverse stakeholders.<\/p>\n<p>When that time comes for the government to begin its international discussions, here are eight suggestions for the Government of Canada:<\/p>\n<p><strong>Be a global feminist leader<\/strong><\/p>\n<p>Whether in <a href=\"https:\/\/www.thestar.com\/news\/canada\/2020\/04\/10\/broader-gender-focus-needed-for-covid-19-response-in-canada-advocates-say.html\">Canada<\/a> or <a href=\"https:\/\/bigd.bracu.ac.bd\/bangladeshi-women-play-crucial-role-in-fight-against-covid-19\/\">Bangladesh<\/a>, women are <a href=\"https:\/\/read.oecd-ilibrary.org\/view\/?ref=127_127000-awfnqj80me&amp;title=Women-at-the-core-of-the-fight-against-COVID-19-crisis\">at the core<\/a> of those affected by the current crisis. Economic and social conditions often make it <a href=\"https:\/\/www.aljazeera.com\/indepth\/opinion\/africa-social-distancing-privilege-afford-200318151958670.html\">challenging or impossible<\/a> for women to engage in social distancing and their significant share of caregiving \u2013 both at home and within healthcare systems \u2013 puts them at the frontline of the pandemic response. Guided by the <a href=\"https:\/\/www.international.gc.ca\/world-monde\/issues_development-enjeux_developpement\/priorities-priorites\/policy-politique.aspx?lang=eng\">Feminist International Assistance Policy<\/a>, Canada should continue to champion an international feminist response to COVID-19.<\/p>\n<p>This means tackling the concerns women have such as access to <a href=\"https:\/\/theprint.in\/opinion\/hand-washing-is-a-luxury-govt-should-give-soaps-to-urban-poor-during-the-covid-19-crisis\/403252\/\">clean water, soap<\/a> and <a href=\"https:\/\/www.fao.org\/2019-ncov\/q-and-a\/impact-on-food-and-agriculture\/en\/\">food<\/a>, addressing increased <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2020\/04\/13\/covid-19-can-augment-violence-to-mexican-women\/?utm_campaign=brookings-comm&amp;utm_source=hs_email&amp;utm_medium=email&amp;utm_content=86280769\">gender-based violence<\/a>, ensuring <a href=\"https:\/\/en.unesco.org\/news\/covid-19-school-closures-around-world-will-hit-girls-hardest\">girls continue to have access to education<\/a> and challenging systems of power and exclusion that undermine women\u2019s rights. It also means that Canada should <a href=\"https:\/\/awdf.org\/surviving-covid19-why-we-need-to-listen-african-womens-organisation\/\">listen to and work directly with<\/a> women\u2019s rights organizations that are active on the ground. Finally, Canada\u2019s engagement in the global response should be characterized by feminist advocacy and leadership. Canada has a role to play in encouraging other countries and global actors to take an inclusive and gender-transformative approach to the COVID-19 response.<\/p>\n<p><strong>Stand up for human rights<\/strong><\/p>\n<p>Too often, crises are exploited by governments to consolidate power and undermine human rights and civil liberties. The current pandemic is <a href=\"https:\/\/www.hrw.org\/news\/2020\/03\/19\/human-rights-dimensions-covid-19-response\">no exception<\/a>. Canada\u2019s global leadership <a href=\"https:\/\/amnesty.ca\/sites\/default\/files\/COVID%20and%20human%20rights%20oversight%20public%20statement%20FINAL_0.pdf\">requires a strong stance here at home<\/a> against actions that undermine rights and freedoms.<\/p>\n<p>Abroad, this leadership means speaking out to <a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2020\/04\/human-rights-implications-of-covid-19.html\">promote and protect<\/a> human rights and support an environment for civil society, trade unions, women\u2019s rights organizations and citizens. Restrictions on public movement, association and assembly may be legitimate public health measures. Yet there are also fundamental rights.<\/p>\n<p>Governments are <a href=\"https:\/\/monitor.civicus.org\/COVID19\/\">limited by international law<\/a> in their ability to infringe on human rights. Canada should be unequivocal in speaking out against abuses. Crises test our values. Canada and Canadians should stand firm on human rights.<\/p>\n<p><strong>Balance immediate\u00a0response with long-term commitment\u00a0<\/strong><\/p>\n<p>There is no question that immediate investments are needed in health systems, water, sanitation and hygiene to address and prevent the spread of the virus. At the same time, the Government of Canada has <a href=\"https:\/\/zoom.us\/rec\/play\/vpAuf-qpr283Htad4QSDB_J7W9W0J_2shiIa86AKy0-0VSZVOwDwNbNAZrTJgF9Vmk2Br-GBKxY3mUjp?continueMode=true&amp;_x_zm_rtaid=uURsxTr4SQmvJ4sr7BCu-Q.1587235612719.6674634a9d01f56dbda15dbb048b795d&amp;_x_zm_rhtaid=256\">committed<\/a> to maintaining existing development priorities amidst the COVID-19 response. Many of the world\u2019s poorest countries were already facing sustainable development crises before the pandemic.<\/p>\n<p>In\u00a0<a href=\"https:\/\/nutritionconnect.org\/resource-center\/mitigating-covid-19s-impact-africas-food-systems\">Africa<\/a>, climate-related disasters like locusts and drought were being aggravated by foreign exchange losses.\u00a0Aid and other financial flows were already insufficient to meet the goals of the\u00a0<a href=\"https:\/\/sustainabledevelopment.un.org\/post2015\/transformingourworld\">United Nations 2030 Agenda and the Sustainable Development Goals<\/a> \u2013 and moving in the wrong direction.\u00a0In a recent <a href=\"https:\/\/developmentfinance.un.org\/fsdr2020\">report<\/a>, the UN\u00a0noted backsliding on official development assistance,\u00a0growing financial risks, high debt risk,\u00a0increasing trade restrictions and\u00a0rising environmental shocks. These pre-existing needs are being aggravated by COVID-19, which <a href=\"https:\/\/www.wider.unu.edu\/sites\/default\/files\/Publications\/Working-paper\/PDF\/wp2020-43.pdf\">may put<\/a> up to 180-million more people into poverty.<\/p>\n<p><strong>Integrate humanitarian response with development programming<\/strong><\/p>\n<p>There is growing recognition and commitment among countries and non-governmental organizations of the importance of <a href=\"https:\/\/www.unocha.org\/fr\/themes\/humanitarian-development-nexus\">working in the nexus<\/a> between humanitarian, peace and development programming. This is especially true in the context of fragile and conflict-affected regions where peace processes, short-term basic human needs and long-term development processes collide. The affects of COVID-19 will require a cohesive response that considers these situations. The Government of Canada should allow partner organizations flexibility in using development and humanitarian funds to address urgent and emerging community and individual needs. This will improve organizations\u2019 abilities to reach the most vulnerable without having to do project-by-project adjustments.<\/p>\n<p><strong>Up the ambition and acknowledge that existing aid resources\u00a0will not be\u00a0enough<\/strong><\/p>\n<p>Canada\u2019s initial $159.5 million contribution\u00a0came from\u00a0existing, previously\u00a0unallocated pools in its international assistance envelope.\u00a0As the world grapples with\u00a0multiple crises emerging from and predating COVID-19, existing resources will simply not be enough.\u00a0African ministers of finance suggest that an\u00a0<a href=\"https:\/\/www.uneca.org\/stories\/communiqu%C3%A9-african-ministers-finance-immediate-call-100-billion-support-and-agreement-crisis\">additional $100 billion<\/a>\u00a0is needed globally to weather the health crisis and its related economic affects.\u00a0An increased Canadian investment in the face of COVID-19 will contribute to a safer and healthier world \u2013 and in our connected global health system that means a\u00a0safer and healthier Canada.<\/p>\n<p><strong>Be a debt relief champion<\/strong><\/p>\n<p>The effect of COVID-19 on countries across the global south has renewed calls for debt relief. More than\u00a060 countries <a href=\"https:\/\/www.one.org\/international\/blog\/debt-relief-during-covid-19\/\">spend more on<\/a> debt servicing than on public health.\u00a0In the context of COVID-19, <a href=\"https:\/\/jubileedebt.org.uk\/a-debt-jubilee-to-tackle-the-covid-19-health-and-economic-crisis-2\">civil society organizations<\/a> and activists , <a href=\"https:\/\/www.africaportal.org\/features\/case-debt-relief-africa-amid-covid-19\/\">academics and\u00a0governments<\/a>\u00a0and <a href=\"https:\/\/www.brookings.edu\/opinions\/africa-needs-debt-relief-to-fight-covid-19\/?utm_campaign=brookings-comm&amp;utm_source=hs_email&amp;utm_medium=email&amp;utm_content=86147058\">think tanks<\/a> called for the immediate cancelation of debt payments for the poorest countries this year.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.devex.com\/news\/g20-imf-deliver-on-debt-relief-but-more-is-needed-experts-say-97021\">G20\u00a0subsequently agreed to debt relief<\/a>\u00a0for\u00a0many poor countries. While this does not amount to debt cancelation it <a href=\"https:\/\/theconversation.com\/canada-must-act-globally-in-response-to-the-coronavirus-135517\">is expected to free up US$20 billion <\/a>for developing countries.<\/p>\n<p>Canada has\u00a0a strong <a href=\"https:\/\/www.canada.ca\/en\/department-finance\/programs\/international-trade-finance-policy\/bilateral-multilateral-debt-relief-initiatives.html\">track record<\/a>\u00a0on debt relief. As Canada supports the world\u2019s poorest countries,\u00a0the funds\u00a0should be provided as grants rather than loans to minimize future debt burdens.\u00a0Canada should also support additional multilateral debt relief initiatives. This would include joining\u00a0<a href=\"https:\/\/www.devex.com\/news\/g20-imf-deliver-on-debt-relief-but-more-is-needed-experts-say-97021\">European counterparts<\/a>\u00a0in calling for\u00a0the allocation or transfer of additional IMF special drawing rights, which are supplementary foreign exchange reserve assets, \u00a0<a href=\"https:\/\/www.brookings.edu\/blog\/future-development\/2020\/03\/26\/imf-special-drawing-rights-a-key-tool-for-attacking-a-covid-19-financial-fallout-in-developing-countries\/\">to\u00a0low-income countries<\/a>. It also support the denial of legal standing to cases suing <a href=\"https:\/\/eurodad.org\/covid19-debt-FAQ\">Southern countries<\/a> for debt repayment. Finally Canada must support the World Bank\u2019s\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/business\/world-bank-covid-1.5535917\">call<\/a>\u00a0on commercial lenders to participate in debt relief\u00a0alongside bilateral donors.<\/p>\n<p><strong>Partner with diverse stakeholders <\/strong><\/p>\n<p>Canada\u2019s initial investments in global COVID-19 response was largely\u00a0<a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2020\/04\/backgrounder---canada-provides-funding-to-address-covid-19-pandemic.html\">channeled<\/a>\u00a0through multilateral institutions. Support for the multilateral system will continue to be important going forward. While the COVID-19 response also requires private sector participation, it also demands a strong role for\u00a0the public\u00a0sector. Building capacity so developing countries can raise and spend their own funds to provide for their people\u00a0and strengthen their public sector and governance should be part of Canada\u2019s contribution to the global south.<\/p>\n<p>Finally, as recognized in <a href=\"https:\/\/www.international.gc.ca\/world-monde\/issues_development-enjeux_developpement\/priorities-priorites\/civil_policy-politique_civile.aspx?lang=eng\">Canadian policy<\/a>, Canada\u2019s civil society organizations offer many distinct and important advantages as partners for international assistance \u2013 including longstanding relationships in the developing world, innovation and flexibility and experience in rights-based approaches. Civil society organizations on the ground have a <a href=\"https:\/\/www.oecd-ilibrary.org\/sites\/dcr-2018-11-en\/index.html?itemId=\/content\/component\/dcr-2018-11-en\">track record<\/a> in not only identifying who is being left behind, but also reaching them. Canadian civil society should be a core part of Canada\u2019s global response to COVID-19.<\/p>\n<p><strong>Support equitable, resilient and sustainable recovery<\/strong><\/p>\n<p>The United Nations secretary-general has urged the international community to consider how to \u201c<a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/articles\/2020-04-02\/recovery-the-coronavirus-crisis-must-lead-better-world\">recover better<\/a>\u201d from this pandemic. That means thinking seriously about how weak global systems can aggravate a crisis \u2013 and how strong ones can enhance our individual and collective resilience.<\/p>\n<p>In least developed countries, as one recent analysis observed, \u201c<a href=\"https:\/\/www.southsouth-galaxy.org\/covid-19\/article-on-least-developed-countries-confronting-covid-19-response-and-resilience\/\">public health distress is now shaping an economic misery<\/a>.\u201d Economic difficulties exist in northern countries too, of course. But food, water and climate insecurity make a population more vulnerable to restricted movement of goods and people in a pandemic, while a strong social safety net allows people to engage in the physical distancing necessary to flatten the curve.<\/p>\n<p>In addition to building a new, better, stronger global health system, Canada\u2019s medium-term COVID-19 response should support the economic, social and environmental systems that ensure resilience in the face of new and emerging crises.<\/p>\n<p>Canada\u2019s commitments to date are welcome. However, if Canada wants to step up as a global leader, they will not be enough. Canada has an opportunity to forge a path as an ambitious global actor by supporting our neighbours abroad as we do at home. Through an approach led by diverse partners and grounded in feminist and human rights principles that focuses on investments and policy actions to support long-term equitable recovery, Canada can position itself at the forefront of championing a more resilient world as we emerge from this crisis.<\/p>\n<p><strong>This article is part of the\u00a0<a
