The pandemic demonstrated the urgency of the need to act now to improve the care offered to elders in Quebec. There is ample evidence of the grave failures that occurred in the sector during the crisis, and many of these shortcomings were known to have existed long before the pandemic. To shed light on these issues, the IRPP has invited Quebec health and welfare commissioner Joanne Castonguay to present the conclusions from her report Le devoir de faire autrement (The duty to do things differently).

For the past two decades, reports, studies and commissions have been making recommendations as to how to improve Quebec’s elder care and make it more accessible. But it seems we are still making the same mistakes. How can we make sure that this time we get it right? That we finally learn the lessons from the past so our health care system can confront the growing challenge of our aging population?

After Joanne Castonguay’s presentation, there we held a discussion moderated by Policy Options deputy editor (French) Patrick Déry, who was joined by:

  • Yves Couturier, professor at the school of social work, Université de Sherbrooke, and principal author of the IRPP study  Réorganiser les soins de longue durée à la lumière de la pandémie;
  • Quoc Nguyen, internist-geriatrician and epidemiologist, geriatrics ward, Centre hospitalier de l’Université de Montréal (CHUM); and
  • Alain Dubuc, former columnist, La Presse, public speaker, and member of the IRPP’s Board.

This webinar is part of the IRPP research program Faces of Aging, which examines policy options and priorities for Canada’s governments to keep long-term care reform near the top of their agenda.

Joanne Castonguay

Quebec Health and Welfare Commissioner

As commissioner of health and welfare, she informs government authorities and the population at large of the current situation, challenges, and performance of the health and social services systems. She also advises on the choices that will be necessary in order to better adapt the systems to the needs of the population.

Yves Couturier

Associate professor, school of social work, Université de Sherbrooke

Yves Couturier is a professor and researcher in the school of social work at l’Université de Sherbrooke. He is a member of the integrated university health and social services centres (CIUSSS) research centre on aging in the Eastern Townships. His research interests focus principally on the coordination and organization of social and health services.

Alain Dubuc

Associate professor, HEC Montreal

Alain Dubuc has been an associate professor at HEC Montréal since 2019, and he is an adviser at the HEC’s Institut du Québec. From 1981 he was a financial columnist with La Presse, and in 1988 he became opinion page editor. In 2001 he became president and publisher of Le Soleil, and he returned to La Presse from 2004 to 2018, writing a column on public policy. An economist by training, he has earned many distinctions, including the National Newspaper Award, the Conseil du patronat du Québec award, the Fondation québécoise d’éducation économique award (twice), Public Policy Forum’s Hyman Solomon Award for Excellence in Public Policy Journalism, a lifetime achievement award from the Association des économistes du Québec, and in 2011 he was named an Officer of the Order of Canada. He is a member of the IRPP’s Board of Directors.

Quoc Nguyen

Internist-geriatrician and epidemiologist, geriatrics ward, Centre hospitalier de l’Université de Montréal (CHUM)

Quoc Nguyen is a geriatrician, an epidemiologist and a researcher at CHUM. He is trained in public health and epidemiology. He headed Quebec’s Groupe d’experts COVID-19 pour les milieux de vie pour aînés (COVID-19 experts group on living environments for elders) during the first wave of the pandemic and produced the terms of reference for an epidemiological analysis in support of the Health and Welfare Commissioner’s work.

Deputy Editor (French), Policy Options

Patrick Déry is deputy editor (French) of Policy Options, the IRPP’s digital magazine. Before joining the Institute in January 2022, he was a retail business owner for 9 years. He then turned to journalism and worked for the magazine of the Fédération professionnelle des journalistes du Québec, and La Presse, among others. Recently he has worked as an editor and public policy analyst for the MEI and l’Institut du Québec, and he was a consultant for the Official Opposition at the Quebec National Assembly.
