Victoria Owen is the chief librarian at University of Toronto Scarborough. She is the chair of the Canadian Federation of Library Associations’ Copyright Committee, a member of the board of the World Intellectual Property Organization’s Accessible Book Consortium and past chair of the International Federation of Library Associations’ Copyright and Other Legal Matters Committee.
