T. Russell Robinson is the chair of the Experts Panel on Income Security, with the Council of Aging of Ottawa. Formerly he was assistant deputy minister for policy research and planning (welfare) at Health and Welfare Canada and ADM for federal-provincial relations and social policy at Finance Canada.
